What changed
The September 2026 toolkit files include updated publication details, a note explaining how AI was used, and checks of the listed national resource routes and phone details. The worksheets, page numbering and response instructions are unchanged.
Keep your files together
After downloading the ZIP, choose Extract All on Windows, open the extracted toolkit folder, then open 00_OPEN_TOOLKIT.html. No installation is needed.

Use a current official route
National resource routes and published phone details were checked on September 10, 2026. Reporting forms, phone services, local eligibility and provider-specific procedures were not tested. Confirm the current official route before use.
